Hi Every one...
I was out at a friends place today has been a long time as we are not from the same town.
I have seen something that has made me so sick and very upset. There was a horse out on the lawn at this place and it had some very bad injuries to it's hind legs. The horse looked to be in alot of pain. From what my friend had said about the owners I think this horse is not being treated properly.
I am not a horse person but am looking at getting a horse someday.
Just seen this and needed to ask what would a person do if you feel it is not being cared for.

The first call should be to the SPCA, depending on the situation they may ask that you file a formal complaint & be willing to back it up with a statement and/or a court appearance. Too few people are willing to go this far, which a mjor reason why so few charged with abuse are actually convicted. If you want someone to do something ... well, you're someone. |

| depending on were you are located, calling the spca is always a great idea. if you are remote, you may contact your local police station and report to them. good luck, this can be a frustrating process, but one should always try to get someones attention. |

| Be prepared to go to the RCMP if the SPCA doesn't cover your area (they don't cover our area in Houston). Also be prepared to be put off by the RCMP, it may take some persistance to get them to do anything BUT they do have to power to do the same seizures/lay charges as the SPCA does - they just normally pass the buck off to the SPCA, I believe the RCMP policy is written for areas where the SPCA is and their policy does not properly address other areas. |

| I agree with bazi, horses get hurt, dosen't mean that the owners are not caring for the horse. It is sad that everyone just assumes the worest in this day and age. |

If it is just been hurt and is being looked after that will become apparent when asked............I for one don't mind telling people what happened to my horses when they get hurt and what I am doing to help them.
It kinda depends on the person with the hurt horse doesn't it, if the person knows them they can just ask out right but if the horse owner isn't approachable then asking is kinda hard isn't it? Unfortunately the kinda people that neglect to care for their horse also usually don't like it being pointed out 
I am not quick to jump onto a soapbox, but if you actually see abuse and you can't or won't ask the owner directly there isn't much else for options except reporting. |

The poster did state that other information led them to believe the horse was not being cared for. I've made the mistake of knocking on doors to ask about horses in obvious distress ... now I just make the call. Maybe I'm jaded, or maybe I'm just fed up. I've learned the hard way that assuming the worst often doesn't even come close to how bad it can be ...
Perhaps a friendly offer of help to the owner might answer a few questions, just make sure you don't go alone. |

| When there is any doubt about the welfare of an animal I will just call and let the SPCA (or whoever is available) check it out. Its what they do and if there is no need for concern it needn't go further than that but they can make that judgment better than I can. However I don't make the call on seeing a situation one time (I guess I might if I drove by and saw a whole group obviously in distress) but rather I want to see if anything changes with second and 3rd observations. |

| I would check it out and find out from the owner the situation first. There are to many people who jump to conclusion first that the horse isn't been taken care of, so best to talk to the owner. And if need be offer some assistance. Maybe they are trying to take care of it, but not doing the greatest job, or just don't care. And if talking to the owner doesn't help, then definately call SPCA. |

| Yes I would approach the owner if they are approachable but if they are not then it is best to get the SPCA involved...if the horse is in pain and being neglected then one should NEVER stand back and wait...unfortunately some owners can't or won't recognise when a horse is in pain...and some just don't care...I am jumping to conclusions here and maybe it is being dealt with already but better to step up and ask and maybe ruffle some feathers then to turn a blind eye and have the horse suffer for who knows how long...jmho |

| The SPCA of today is a centralized buerocracy; making a call is not likely to bring quick relief specific animals in distress in our region. Court cases are rare, time consuming and horrendeously expensive. I was a volunteer SPCA field agent for more than twenty years, following some horrific abuse I saw in our area back in the 1970ies - my letters to the editor brought in press from lower mainalnd and resulted in remedy for particular cases. The SPCA back then had field agents all over the province. We received training in Vancouver and acted as the ears and eyes and spokespersons in remote areas. The focus then was on providing fast and effective relief to animals in distress. Practically speaking it meant finding the owner, finding out what the problem was and finding ways to make things better. The SPCA discontinued the volunteer agent program, which was focused on helping the animals. The RCMP focus is, of course, on criminal negligence. With no one person designated to deal with animal abuse, it is up to each and everyone of us to try and help those who cannot help themselves. Don't jump to conlusions. Find the facts. Be diplomatic but don't be timid. If you stepped on toes, you can apologize. If someone is abusive to you, you bring in the RCMP. |

The SPCA probably won't do a dang thing.
With no one person designated to deal with animal abuse, it is up to each and everyone of us to try and help those who cannot help themselves. Don't jump to conlusions. Find the facts. Be diplomatic but don't be timid. If you stepped on toes, you can apologize. If someone is abusive to you, you bring in the RCMP.

Hi All
Just come back from my friends place after being out there for the long weekend.
I had seen this horse lots out on this lawn. Still no one helping her from the looks of things. I did get close to see that it is a appaloosa mare. Very loving horse came right up to me. Poor girl. Sunnyone you ask where this horse is. She is down a side road about 15 mins from Topley BC.
She is out in this front yard. It is a real nice place. All white fences. There is a pen in the front with what looks like small horses.
Just thought I would give a up date. Going to call RCMP.

I have called the RCMP they will let me know after they have gone there.
I will post when I find out more. This Appaloosa is very nice hope something can be done. |
